Rubirizi Resident District Commissioner (RDC) Kikanshemeza Brone is among the few RDCs who have retained their positions following President Yoweri Kaguta Museveni’s recent reshuffle of Resident District Commissioners (RDCs) across Uganda. Kikanshemeza, who has served Rubirizi for the past two years after taking over from Harriet Nakamya, who was transferred to Serere District, expressed his gratitude for the opportunity to continue serving the district.
“I am deeply honored by the President’s continued trust in my ability to serve the people of Rubirizi,” Kikashemeza said.
He added that “These past two years have been a period of significant progress, and I am committed to building on this foundation to ensure that government programs are effectively implemented for the betterment of our communities.”
The reshuffle, which took effect immediately, is part of President Museveni’s broader strategy to enhance governance and administration at the local level. The changes saw new appointments and transfers across several districts, with some commissioners being moved to new areas while others, like Kikashemeza, were maintained in their current roles.
National Resistance Movement (NRM) Chairperson for Rubirizi District, Mr. Kanyankole Saidi, welcomed the decision to retain Kikanshemeza, praising his dedication and effectiveness.
“RDC Kikanshemeza has been a strong pillar in our district,” Mr Kanyankole remarked.
“His leadership has ensured that government programs are not only implemented but also adapted to meet the unique needs of our communities. We look forward to continued collaboration under his stewardship,” he added.
In Uganda, RDCs hold a crucial position within the local governance structure. Appointed by the President, these non-political leaders act as the central government’s representatives in the districts, with a mandate to coordinate government programs, monitor their implementation, and ensure service delivery at the grassroots level.
However, RDCs often face criticism, particularly regarding their perceived involvement in politics, despite their supposed non-political roles. The President’s reshuffle is seen by many as an effort to address these concerns and ensure that RDCs focus on their core responsibilities of governance and administration.
Kikanshemeza’s retention in Rubirizi signals confidence in his ability to navigate these challenges and continue serving as a bridge between the central government and local authorities. His commitment to the district’s development and the effective implementation of government policies remains unwavering.

Excellent
